Organisations in the Middle East are increasingly looking to improve their disaster recovery capabilities, according to the Second Middle East Business Continuity Survey. Nearly 25% of the respondents plan to use an external data centre service provider for production/DR site, while 57% aim to implement a DR solution between the production site and DR site. Meanwhile, over 39% of the survey participants said that their need for DR seats is likely to emerge within the next two years.

The key outcomes were unveiled by eHosting DataFort (eHDF), a regional ?managed IT services provider and a member of TECOM investments, which initiated the study in conjunction with UAE-based BCM consultancy Continuity and Resilience.

Conducted across nine Middle East countries including the UAE, Saudi Arabia, Oman, Kuwait, Bahrain, Qatar, Egypt, Jordan and Iraq, the report covered various industry verticals such as financial services (37%), IT/Telecom (16%) and government (10%).

The study measures the levels of BCM maturity and trends along with the importance of implementing BCM for driving operational efficiency within organisations in the Middle East. ?eHosting DataFort aims to leverage the outcomes of the survey to identify improvement areas and facilitate the effective implementation of disaster recovery (DR) solutions in the region.

According to the survey, 16% of the respondents reported at least one significant business disruption during the last year, citing hardware/software failures, power failure, application infrastructure failure and site outages as the top four reasons.

The survey respondents also indicated that IT infrastructure for disaster recovery, as well as training, awareness building, software and licenses are the key investment areas for the implementation of BCM. These investments could, however, be reduced by working with a third-party IT service provider to gain access to world-class data centres, state-of-the-art infrastructure and high-quality managed operations.

The report found that close to 21% of the organisations have had a robust BCM programme in place for the past three years, while 14% have started maintaining and exercising their BC plan. The rest (65 per cent) of the organisations either have no concrete plans to initiate a BCM programme or are still at different stages of implementation in the BCM lifecycle.

Out of the respondents that are still in different phases of the BCM lifecycle, around 50 per cent conduct IT-DR drills. This outcome underscores the fact that some organisations are implementing IT-DR without necessarily adopting a holistic BCM program.

The survey further revealed that 57% of respondents rated their organisation?s BCM readiness as average or below average, 51% assessed their organisation?s IT DR readiness as average or below average, while 54% of respondents rated their organisation?s crisis management readiness as average or below average. In addition, the report also found that 65% of the respondents were not very sure of the overall reliability of their current IT backup and recovery systems and procedures.

Interestingly, some industries indicated higher levels of maturity than others. For example, only one-third of the respondents outside the financial services sector felt that they have high levels of IT-DR readiness as compared to 72% of the respondents within the financial services sector.

Yasser Zeineldin, CEO at eHosting DataFort, said: ?Business Continuity and Disaster Recovery have gained significant interest in the region as organisations prioritise the need for data protection and long term viability, commitment to good corporate governance and adherence to overseas regulations. The awareness and need for both BCM and DR has definitely increased in the minds of senior management. However, the maturity of BCM and DR readiness still needs to improve and the report indicates that companies are inclined to seek the expertise of service providers for this purpose.

Dhiraj Lal, Executive Director at Continuity and Resilience, said: ?The survey has revealed that BCM readiness in the region needs improvement and a number of organisations in the Middle East are, therefore, investing in business continuity solutions and working towards achieving certifications such as BS25999. The region is expected to catch up with the rest of the world when it comes to BCM investments and this is being driven by the need to minimise customer disruptions in the eventuality of a disaster.?

MENLO PARK, Calif. (AP) ? Daniel Macias is the face of Silicon Valley seldom seen by those who don't live there.

When he was 19, he wasn't starting what would become one of the world's most successful tech companies, like Mark Zuckerberg did at that age when he founded Facebook. Macias spent his 19th birthday behind bars, where he'd been sentenced for assault.

Now 20, Macias spent a recent day learning to build houses as part of a construction job training program near Facebook's headquarters. He hopes to join the carpenters union when he finishes the program.

"If I wasn't going to school, I would have been in the streets," Macias said.

Money and jobs abound in Silicon Valley for people with the right high-tech or business skills. For those who don't, the Great Recession has meant the same challenge as anywhere else in the country.

Facebook moved into its new offices on the former campus of Sun Microsystems along San Francisco Bay not long before announcing plans for an initial public offering. Inside, employees wrestle with the enviable problem of what to do with their money once the IPO makes them overnight millionaires.

A short drive down the road, East Palo Alto saw the number of murders double from four to eight, a significant spike for a city of just 28,000 people. Average income hovers just under $18,000 annually, compared to more than $66,000 for Silicon Valley as a whole. The unemployment rate in December was 17 percent, compared to 8.3 percent region-wide.

Those disparities stem in part from the complicated histories of the small cities that span the Highway 101 corridor threading through the heart of Silicon Valley, and in part from national economic trends that have spared few struggling communities. They also reflect some changes unique to the most recent tech boom, fueled by social media, cloud computing and mobile apps.

As per capita income rises in the region, the median income has fallen, suggesting that as some people are getting richer, more are making less. The percentage of students in Silicon Valley public schools receiving free or reduced-price lunches has increased steadily over the past several years, an indication of hard times for more families.

Data on these economic trends are collected every year in the Silicon Valley Index, compiled by local nonprofit analysts. This year's report highlighted the recovery of the region's high-tech economy as wildly successful companies like Facebook go on hiring sprees.

But that recovery has not had the same ripple effect on the region as a whole compared to previous tech booms, said Russell Hancock, head of Joint Venture, one of the groups behind the index.

In the past, companies like Hewlett-Packard Co. and Lockheed Martin Corp. brought mid-level jobs to Silicon Valley along with the expected science, engineering and management positions, Hancock said. But globalization has sent the manufacturing jobs overseas. Meanwhile, information technology has made once-plentiful clerical and office positions obsolete.

"The technologies that we invented here have actually eliminated entire classes of jobs," Hancock said. Without those jobs, the prospects for workers without high-end tech skills have become even more challenging:

"If you took away tech, our region would look like any other region, maybe even worse," he said.

The contrast between the haves at Facebook and the have-nots in East Palo Alto nearby has stirred some tension. City Councilman Carlos Romero is pushing for the company to do more to address traffic and the resulting air quality issues created by the influx of new workers. He also worries that especially after Facebook's IPO, newly flush employees will start buying up the city's relatively affordable real estate close to their offices and send housing prices spiraling higher than low-income residents can afford.

"This is not about making sure that Facebook doesn't come into the community," Romero said. "This is about making sure East Palo Alto is not left out."

Nearly half of Facebook's employees take some form of alternative transportation, and the company is placing a hard cap on the number of vehicles allowed on and off campus to keep traffic down, said Facebook spokesman Tucker Bounds. Facebook has also been working with local developers on efforts to build housing for employees on vacant land near the campus to lessen the impact on the existing housing market, Bounds said.

Facebook has initiated some outreach into the surrounding community, including support for the program where Macias is learning to be a carpenter, known as JobTrain.

Kail Lubarsky, director of marketing at JobTrain, said no graduates have gotten jobs with Facebook yet, but she said she's working with the company in hopes of establishing an internship program. JobTrain has culinary arts training that could lead to jobs for students in Facebook's cafeterias. But the real goal is to place students in entry-level jobs that could let them advance to join the ranks of the in-demand coders, designers and executives who thrive most in Silicon Valley.

At JobTrain, some students said they were gunning for Facebook jobs. But many said they were simply grateful for the chance to start over, to get a foothold in an economy that has challenged many of them, even in a place where on paper the recovery is in full swing.

Macias said he sees parallels between his effort to get ahead and the Facebook employees up the road, whom he sees as average people who worked hard and succeeded.

"They took advantage of opportunities," he said.

Bazaarvoice, Proto Labs surge in market debuts

LOS ANGELES (AP) ? A splashy Wall Street debut by Bazaarvoice Inc. and Proto Labs Inc. is the latest sign that investor appetite for initial public offerings has rebounded after a dismal IPO market in 2011.

Social commerce site Bazaarvoice and custom parts manufacturer Proto Labs each drew strong demand for their stocks in their first day of trading on Friday.

Proto Labs' shares surged 81 percent from its opening price of $16 to end regular trading at $29.

Shares of Bazaarvoice opened at $12 and climbed 38 percent to $16.51.

The companies' stock performance reflects an improving climate for IPOs in recent weeks, as the Dow Jones Industrial average has flirted with 13,000.

The Dow dropped 1.74 points to close at 12,982.95 on Friday. The average hasn't closed above 13,000 since May 19, 2008.

The IPO market typically lags behind the rest of the market, and now investors are looking upon IPOs more favorably.

"Investors are starved to find companies that can grow internally, and these two companies are smaller examples of that," said Francis Gaskins, president of IPO research site IPOdesktop.com.

Companies planning an IPO typically propose a price range for their stock. But until the IPOs of Bazaarvoice and Proto Labs, more than half of the IPOs this year had ended up being priced below their expected range, said Kathleen Smith, principal at Renaissance Capital, an IPO investment advisory firm.

"The companies have had to offer great discounts to get investors to come in and that's resulted in outperformance," she said. "And the results have been that investors have been very happy with the performance."

Bazaarvoice, based in Austin, Texas, operates a social commerce site that allows customers to display and analyze consumer-generated ratings and reviews on brands, products or services. The initial price range for its IPO was $8 to $10, well below where it ended up at the end of the day.

Proto Labs, based in Maple Plain, Minn., manufactures custom parts for prototyping and short-run production for product developers who are under increasing pressure to bring their finished products to market quickly. Its IPO range had been $13 to $15.

Investors looking to get in on the ground floor of companies will have more chances next week, when Yelp Inc. is expected to launch its IPO.

The San Francisco-based online review service set a range of $12 to $14 for its IPO, and will be coming to market amid feverish anticipation for Facebook's IPO.

The Internet social network filed its IPO papers at the beginning of this month, putting it on track to price its stock in May or June. Facebook Inc. is expected to be valued at $75 billion to $100 billion.

The interest in the IPOs of Internet companies with large audiences should help give Yelp a boost that goes well beyond Wall Street's regulars, Gaskins said.

"Yelp has 66 million active users, so some of those people are going to buy the stock no matter what," he said. "The happy customer demand will probably drive the stock price."
